If the area is not at least separate from the rest of the club it cannot be VIP. This sounds like a description of the club just calling an area VIP so the girls can charge more money for dances.

As far as I have been there, the area above the seating was always open for everyone to see. On busy nights the girl next to you, was bumping into you when she gave her dances.
