Is there a reason I can't put pics up or is it something on my side????

It is most probably something on your side. Either your host is having issues or you have gone over your ECCIE storage limit. If not a host issue you might try deleting some pics in your ECCIE storage that you no longer use. If you use them still you might try reducing the stored size of the pics.
