I too have had some trouble meeting with some Providers. They will schedule and then cancel or not respond. I had a provider explain it to me. Most providers would rather see a regular than a new client, they would also rather earn more money if they can. If a provider has scheduled something with you and gets a better offer of more money or a call from a regular she will ditch you in a min and go with her best safest most profitable option. I know it is risky for me to meet a new provider but it is more risky for them to meet me. I don't take it personal it's just business. Keep trying if you want to see her or any provider, your time will come. The best providers are the hardest to see but I have learned it is worth the trouble. I made the mistake of paying her in advance for x amount of sessions.
