Manifestation in Dallas

Someone said they could give you a ticket for manifestation in Dallas and all they needed as proof is that you were seen talking to a known prostitute at a convenience store or giving them a ride home, etc. Is this true? Can they do this and you have to pay the ticket even though there is no evidence or statements of admission by either party?

The way i read it, you would need to be the "known prostitute", or the one flagging down the cars. That doesnt mean you wont get the ticket though.
