Read this and you should be fine.
Dumb question maybe. For the templates provided, is there html code to start/end the ROS part?

This site uses modified BBCode not HTML but the answer is that the Template you fill out when you click the New Review button automatically inserts the tags around the ROS portion.

Always use the New Review button when submitting a review.

Does this answer the question?

I have the most difficult time writing a review that I've given up. I don't understand the moderators wanting a novel written with much embellishment. I prefer the truth and facts in the review but that's never enough, if you put just that your review will get shot down. I am not a writer so I fail at it.

No embellishment or novel needed, a clear and concise depiction of the activities will suffice.

If you're having trouble I recommend reading THIS post which will help you write a review which not only qualifies for credit but will also provide a substantive contribution to the community.
