Is The EU Canon?

Technically, no. Although canon can draw from the EU as it deems fit.

Funnily enough though, the expanded universe seems to have developed a canon of it's own. For as many different books and storytellers and other media out there, they've done a pretty good job of weaving the stories together and not stepping on each others' toes.
