It's not uncommon for visiting providers to have higher touring rates. Vegas probably rates an adjustment based on the other providers in the market. At least that's what on their mind.
I've always cautioned that touring Vegas is a crapshoot. This is a tourist market, a vast majority of the guys providers will see are visiting, probably flush with cash (maybe because they're expenses like airfare, hotel, food, etc. are paid for due to the convention they're attending). That leads to unreal expectations. A lot of guys visiting will play it by ear and have something worse than a "Hangover" experience. The ones that do some looking around before they get her want that super hot model look that runs $600+ hour minimum (and it's only CBJ, no kissing/DATY, SSOG in many cases). The cards are really stacked against you when you're a touring provider because you have to get super lucky that a tourist will see you when you're in Vegas (if they don't cancel/NCNS, maybe 50/50). Or maybe some local that has enough to cover your rates will see you. If you do incall. Or willing to do outcall to who knows where away from the strip (good luck getting a timely ride back unless an Uber/Lyft driver happens to be nearby, cause the cabbies aren't trolling the places away from the tourist areas). The touring providers are just trying to cover the expenses of their trip, maybe with 1-2 appointments. I think most of them that don't plan well, don't have regulars that will see them in Vegas, end up being way out of pocket more than they'd like.
I went out of my way to book touring providers that didn't charge a touring/Vegas premium if I thought they offered good service. Especially if they had incall while they were visiting. Did well most of the time.

Lets face I could see many different types of ladies in Vegas. Models, Porn stars, girl next door the options are endless.
