North Texas Drivers stopped at Roadblocks asked for DNA samples without consent

There is another news article I read where this is occurring in N.Mexico, I am looking for that article now. Will edit this post when I find it.
I am just curious, what are they doing? Are the building a database of all citizens DNA? Apparently they are using Government Contractors and off duty police officers for most of this.
