I've read your post a couple of times and I don't understand it. Are you saying you think you have a slam-dunk case against a city and you're looking for a lawyer to help you? If it's a slam-dunk case, why would you expect the lawyer to work for free (i.e., work pro bono)? And what's this about a countersuit? Are you saying you have two different cases? You can't be the claimant (i.e., the plaintiff) and the counter-claimant in the same suit. A counterclaim is brought by the defendant against the plaintiff.
Also, it would be helpful to tell us:
1. what city and state you live in or where an active lawsuit has been filed; and
2. a brief description of the nature of your case(s).
