Random question for the ladies on photos

I am seeing a spike in ad pictures and provider website galleries of girls wearing garter belt of bustiers with garters but no stockings attached.

Is this a new fad?

Personally I vote to always wear thigh highs especially if there is something to attach them to!

Maybe it has something to do with the popularity of open toed shoes vs close toed. Stockings don't look good with candles.
