Weirdest thing I saw in New Orleans - can someone explain

It wasn't the trannies, or the gays, or the religious zealots...it was two women, relatively young, standing on Canal St at night. Both were holding newborn babies that were sleeping. I mean, can someone explain that? They were White, and dressed for a night out.
