I am sending PM's out but it does not show a record of ever having sent them. Therefore I do not know if they are actually sending or not. If I look at the send counter it always shows zero.

Go to the the User CP, and click on Edit options on the left. The last option in Messaging & Notification section is "Save a copy of sent messages in my Sent Items folder by default" Check the box and click "Save Changes" at the bottom of the page.
