My landlady is now willing to pay a contractor to fix the water issue. I'm thinking this most likely is going to entail digging a small Trench in front of garage doors (2 car garage) and running a drain pipe with it. There's also two drain pipes that have been taken out to the yard and buried but they need to go further. If you have these skills please pm me serious inquiries only please. Sounds like a storm water issue. The garage sits too low. If there is ground lower than the garage, you can drain it by gravity. If you don't, a pump and pit is the answer.
