The states and local governments really have no right to control arms. The right to keep and bear arms is a right of the people guaranteed in the second amendment. The tenth amendment covers what is the right of the states which is whatever is not specifically the responsibility of the federal government under the Constitution.

What part of shall not be infringed do our governments not understand.

you still have the problem with the "regulated" word in the 2nd amendment.

Per the Second Amendment, "A well regulated militia" was dependent on an armed citizenry; not vice versa.
