Review - but my area not up yet

If my geographic area has not been "re-activated" by ECCIE, where do I post a review now? For instance, Minnesota section is not up. If I see someone in Minnesota, where do I post the review?

Not to say it’s the correct thing, but I’ve seen a review in Another Realm and in a couple of other states that were close to the location of the encounter. One in AL for a Panhandle encounter, one in MS for a GA encounter.
