Super duper perky and just seems VERY happy but not quite hyper is what I think when I hear someone has a bubbly personality.

The female equivalent of a gregarious personality in a guy, only more cute than obnoxious.

Well that would certainly be bubbly!!! Not quite sure what kind of personality that would be but I bet it would leave an impression and maybe in a Ring around the Tub.
