to begin with - it's not a tab. and they are not called "reviews" anymore :^)
1. go into encounter reports of the city where you want to post an encounter report.
2. look for "new encounter report". it's visible on full desktop and mobile sites.
3. have at it. if you wanna include time spent and consulting fee paid, add it to the ROS. or post a reply and add it in Private.

one other thing, you can't submit a new encounter report on the mobile version of the website (http://m.eccie.net), you must use the full version of the website http://www.eccie.net
