It's possible. I've done it. Not with a Carcano but with a 1903 Springfield (also with a Mauser action) and a 4x scope and made all three hits on a pie plate at 75 yds.
It's three shots but the clock doesn't start till the first crack so that actually means reloading and firing two shots in just under 7 seconds. It's really not that hard.
The field of view of a 4 power scope at 75 yards is about 20 feet. Large enough to quickly reaquire a moving vehicle after the moderate recoil and powerful enough to focus on a target the size of a human head within the given time at said distance.
The first missed shot would be the result nerves and of shooting from an elevated rest at a moving target going away. The second (neck) shot would also be the result of mis-judging the movement away and a shot from roughly 50' above the target. Adjusting for the elevation and movement he put the third and final shot right where he intended.
Can't argue with the nutbag as a matter of fact my whole theory on the assassination relies on the fact that he was a nut bag.
