I would call a whole school assembly, line up all the kids on the bus face down on the grass, and give each a good beating. Then I would line them up to apologise to the lady, one by one, and say 'I'm sorry' in a loud voice so the whole school can hear it.We would go to prison. If what needed to be done, was done...so here we are.
Then do the same to each of the parents.
The problem with things like corporal punishment is that because of some abuses, it has been completely abandoned. Are we better for it?
[ps. I was never physically punished by my parents, nor have I to my kids, there was never a need, my dad's verbal anger was more than enough, I hope it is the same with my kids, decent kids deep down want approval].
[pps I was only beaten twice at school, by the same teacher, one was when I was attacked by two other boys and was beaten for 'fighting', the other was when I did not get a minus sign correct in some algebra. I never made that mistake in algebra ever again. Nor did I ever lose a strong dislike and lack of respect for that teacher. He had a vicious streak.
