The 2 blocks you're referring to are for the mod staff.
Every review written of an encounter goes into a queue until a mod in the area it was written has an opportunity to read and either approve or reject it based on the standards set up by the staff.
The top block tells how many reviews totally are pending in the queue .
The second block is a queue of reviews waiting to be assigned to the ladies that were reviewed.
