That is the city average. In the black community, 86% of homes are single parent. Almost always that means no father.

What is the "hope and change" policy that is going to fix that?

Do we even have a chance in this country?
It seems we have finally marginalized the "father figure" in the family to the point to where males are nothing more than sperm donors, and someone who will pay child support.

It depends on what demographic is having the children to single households. If it is poor people, i.e., people on public assistance tie the public assistance to how many children you have and incentivise families with both parents living at home. If they are middle and above class nothing.

I'd be interested to see what demographic/s drove the average down to 60% overall if the black community is 86%.
