Can't Write a Review

Hello,
When I came on this questions for staff area I saw a couple other threads with the same title so I'm guessing I'm not the only member who "can't write a review" What's up with that?
Details are when I click the new review tab in that section it ask's me to log in again & when I attempt to it tells me that I have exceeded the number of invalid user name or pass word attempts & to try again in 15 minute or some such thing.

the issue is supposed to be fixed IF you click just right.. apparently many guys had the problem today.
