P411 Process from References

Can someone let me know the reference process for P411 membership verification? I understand it takes at least 2 verified providers (I have seen at least 2 that are P411), I am just not sure how that process works from there. I am going to reach out to a couple providers I have seen that are on P411 and ask for reference.
