I think the Massachusetts legislature passed a bill making it illegal now, and the governor signed it into law yesterday.

If I remember correctly, last year there was a big story about a guy being caught at Oak Park Mall with a "specialized camera" taking upskirt shots of unsuspecting girls. I think he got a pretty severe sentence/penalty.

Judges are stupid.

Judges are stupid? You could probably advertise near a college campus (stay away from high school girls) about some place where they could go and perform for your cameras. Now you may not include the fact that the platform has cameras under it as well as around it but they were informed.
