Used to be that after a long cruise and a foreign port, the typical sailor went right to the "gut" to find himself some relief. Three or four ladies later the same sailor could appreciate the beauty of the host country and the culture. Today, you could get put on report to just talking to one of the "ladies" on the street or in the bar.

Establishing Zero Tolerance policies means you can't, or don't, trust the people you have put in leadership positions to do their jobs which is to manage people.

When you have zero tolerance, you don't have any judgement but you do have people trying to cover up.
