Using Shanna as an example of what you might expect to find in Vegas, rates are definitely much higher ($500 first hour, no half hour rates) and it's pretty much all outcall as they expect you to be using your room and not wanting to travel to them (a lot of the incall is hotel rooms anyway). Since you can't legally hail a cab from the street/curb, getting a ride back to your room can be annoying.
If you can't use your room for outcall, get another. If you're gambling a fair amount, the casinos do offer lower rates provided you're willing to play their game (going via a casino host or the marketing department will help). Unless there's a lot of the ~150,000 rooms taken (usually weekends and big conventions in town), rates can be reasonable. Some of the properties just off strip offer decent rates and most Vegas providers don't mind going to them. Make sure to ask your provider they will go to your hotel since they might have issues going there (usually because they been trespassed/86ed from that place).
Join a service (Preferred411 and/or Date-Check). Get OKs from providers on P411 you've already seen. There's almost 400 provider ads on P411 for Las Vegas so it shouldn't be hard to narrow that list based on what physical attributes you find attractive in a P411 advanced search.
Book in advance. At least a few days if not a week or longer. Last minute options tend to suck and may be super expensive.
If you're going to be lazy, make sure you're cleared to use 100 Proof. One of the rare agencies in Vegas that doesn't suck. Good last minute backup and their twitter feed is pretty good about letting you know whose available that day.
Finally, if you're gonna get fucked up in Vegas, don't drive. Getting a DUI or causing an accident really sucks. Buzz kill for sure.
