Are cops thugs?

Rather than hijack a thread in ISO on cops behavior, I thought I would post the question here. I think most cops are decent, hard-working individuals. As it relates to the main topic of discussion in ECCIE, I have only known one provider who was busted. I have known many cops (I used to train them in small arms marksmanship) and my opinion of what they think of prostitution is that they are more concerned with the bad stuff, street and related organized crime, pimps, drugs etc. Good cops are concerned about SW safety. Concerning this level of business where there are no pimps, etc. most don't care. Their only concern here is it is against the law. When my friend was busted out of town the vice cop that gave her the ticket told here she could not come back to town without checking with him first. Of course her attorney told he that was BS. He had some agenda or motive for that warning and was probably a shithead. Unfortunately most cops will protect the bad ones with the blue code of silence. What are your thoughts, folks, thugs, good guys or somewhere in the middle?

I have met some of the 10% too. Years ago when I was training them I used to hang out with them. Almost all will lie under oath to make their case. There are probably a few who will not commit perjury. My older brother was a cop for over 20 years and he told me that one thing you always knew was that your partner would lie for you. My brother said he never lied when he was under oath. Since he was my brother and my hero (DSC Korea at Frozen Chosin) I believed him. I was disappointed about the partner thing though!

Far too many justify lying to make a case as being the right thing to do. That makes them highly suspect in my book. I'd suggest that the ration of those who will lie versus those who won't is around 90/10, in my experience. However, in other contexts, the ratio of good cops to bad cops is probably 90/10 in most places. However, I have a difficult time reconciling the fact that an officer is a good guy on the beat and will try to protect me and my property, but will lie in court under oath. I'd rather have one that will protect me and my property, but tell the truth.
