What all of you do no realize is that this is a new policy slowly creeping into police work in the U.S. There is a consultant out there teaching departments that the best policy is that at the first sign of resistance of any type to pull out your gun and start shooting people. There was a long story on various web sites about the guy. Lots of departments use him for the defense anytime a police office shoots someone in the line of duty.
