Registration problems

My friend is trying to register as a provider on here. She keeps getting "You are not allowed to register multiple accounts on this forum" but she has never used that email on here plus the user name she wants says available. Has anyone come across this issue?

Is she using your computer/device? That would be why she is having that issue. She needs to use a computer/device that does not belong to an ECCIE member.
