My recommendarion on both requests are:
For costume, toys, etc. Sunland Park News and Video 1616 Appaloosa Dr. Sunland Park, NM
(They have a huge selection of costumes and anything else you might need. It's right outside El Paso city limits but you wouldn't even know you aren't in EP on the drive there .
For a Steakhouse
El Corralito Steakhouse
5800 Doniphan
Great food! It gets packed there. Expect a wait but we'll worth it. IMO
Have fun during your stay!

If you are looking for a good restaurant in the actual downtown area, look towards Anson11 (but it can be a bit pricey) or even look at Ardovinos (Crossroads) in Sunland Park NM (if you're traveling to the shop that Ashley recommended)...both of these places are great places to eat.
