PM messaging

When I send a pm ... I look at the list and it says it is read as soon as I send it, so I am assuming that my pm is not working correctly and I have no way of knowing if they have read the message or not ??

the recipient has the option of sending you a read receipt

that means that could read the pm even if it shows that they haven't
