If I were the man with the plan, I would engage some of the available talent to modify the posting subroutine to force adherence to the rules. It would be pretty simple to count lines/characters and squash anything that didn't pass muster. Even more fun would be to replace the post with a generic "you missed it by this much" message.

I've done this sort of thing on vB version 4.x and strongly suspect the same techniques would work on 3.x.

Then again, if I were the man with the plan I would have thrown the switch that precludes providers from posting in review threads.
