If the provider is calling it an incall then she should cover the room. I have, on occasion meet at an hourly that is far from me and not my incall and I let the gent know up front he will need to reimburse me for the room.

I would agree with River Song. If it's being called an incall the lady should cover it. Ever since I've been in the hobby, including my very first experience, that's the way it's been. Also, in the majority of those experiences the lady has either beat me there and already gotten the room or we've driven up at the same time but she would still cover it. It's typically covered in the donation

If the room is her suggestion, she should cover it. If she surprises him by asking him to cover it that should come out of the donation(doesn't apply to BP chicks).

If the room is his suggestion, he should cover it and get enough to time(2 hours, sometimes 3) because he should know the average provider WILL run late.

The provider unless another arrangement has been discussed.

Kerwil is right - if dude gets room, spring for at least 2 hours. I get 3 (like $5 more) then you can even throw in a nap after the hooker leaves.
