We don't know if the intelligence agencies are the source of the leaks, also nothing that has been leaked was illegal to leak anyway so nobody would ever be prosecuted. The White House itself or the house or senate may be the source of the leaks. Leaks are occurring because whoever is leaking realizes the danger of Donald Trump.
