SCOTUS and The Travel Ban

".... when it comes to refugees who lack any such connection to the United States, for the reasons we have set out, the balance tips in favor of the Government’s compelling need to provide for the Nation’s security. See supra, at 9–11; Haig v. Agee, 453 U. S. 280, 307 (1981)."

It was not a total win for Trump. He has gotten part of what he asked for but hardly everything.
"Mr. Trump's administration could enforce its immigration ban against certain people while it waited for the Supreme Court to hear arguments and decide the case." That will happen later this year.

"The Justices agreed with the appeals court that certain people should be allowed to come to the United States as long as they have what the court called "a credible claim of bona fide relationship with a person or entity in the United States."

I did not think that the first travel ban was constitutional. I think the courts in declaring the second travel ban unconstitutional were more than likely incorrect.

The big question to me is when will Trump and his team start investigating the vetting processes of immigrants and refugees to determine if changes are deemed necessary? The travel ban asked for a period of 90/120 days. Let's get going and whether or not the ban is or is not legal will be a moot point.
My question is...

one only have to look at the 5th & 11 district to see how long it took to split the 5th district into 11th district. This was the last change Congress did to the court composition. the push started in the 1970s and was done in 1980s. the 5th district split was controversial at that time. The 9th district split was supposed to occur at the same time.
