What is up with the 6 minute delay??????

Ok I'm going to try and get an answer here since we are being ignored in the National Tech Forum. What is up with the 6 min. delay between posts? What brought this about? Seems that management wants less participation NOT MORE!!! Can someone from Admin. or a Mod. give us a reason for this??
