User can’t see newly restored forum

I have a friend who is a user in good standing but can’t see the newly restored Arkansas forum. I can see it with with no problems. He has tried logging out / back in, to no avail. The forum is not visible to him. Looking for suggestions that might help him be able to view that forum.
