Do all the clubs make the ladies cover their nipples due to the ordinance?

Yes, but some mgm and raven don't because they are outside of city limits

Actually, I've played with some girls who didn't.

I believe the ordinance is something to the effect if they remove their top/bra on stage, they need to be covered.

One of the reasons I like Rick's: they don't take off their tops onstage, so they don't wear the latex.
