I guess as Harry Truman said (one of my favorite politicians) "The Buck stops here." The ultimate decision goes to the Oval Office whether he made the decision or not. I mean you are going to risk flooding the farms, homes, and towns of hundreds of thousands of American destroying their homes and livelihoods. This sounds like the ultimate executive decision.
This isn't rocket science. My brother is totally apolitical and (I know this will please Ms Elena) he lives inside one of these flood plains less than half a mile from the Missouri River and he is angry at the Army Corps of Engineers. He is also not happy with one certain AWOL chief executive.

The second link worked for me. My brother-in-law lost his home in the flood, and his wife attempted suicide. She is still hospitalized. God Bless America.

This government made flood, the guns to Mexico, and the illegal war in Libya should come home to roost in the Oval Office.
this is what happens when special interest groups get into the government. all of this could have been avoided. but the radical loons want the natural flow of the river. sad.

well its for both flood control and barge traffic. after the dams were put in place the government encouraged people to move into and farm the land that was created. also recreation comes into play as well. they all want the lakes full and the skidoos moving.
