The 14th Amendment states "the validity of public debt of the United States.....shall not be questioned". Keywords are: validity and questioned. Refusing to, or failing to raise the debt ceiling is in no way contrary to the interpretation of the 14th Amendment. It was specifically aimed at debt created during the course of the Civil War. The phrase 'shall not be questioned' in NO way implies an unchecked license to create new debt. It implies the Federal Gov'ts Constitutional obligation to satisfy its debts. If the gov't must satisfy those debts after going through default, so be it. The spirit of the Amendment remains intact regardless of how and when those debts are honored.
