Each division has to keep their numbers up and each DA has to prosecute the crimes put on his desk.

There's literally an entire country (several!) history full of the debate about what vices to actually prosecute vs those that we just let slide. DUI never, ever used to be a thing (save injury or death until a third party) until MADD came along. However, much as some municipalities have made active attempts to focus the coppers on what matters (think the city ostensibly decriminalizing possession of green trees), some have not. And until Allegheny county decides to do so, the DA probably has to do something. It's cynical (and very SJW) to fire the DA rather than change the law.
