Welcome Sierra . I usually eat in Chinatown in Vegas. Sushi is my favorite, go to place is Monta Noodle House. Favorite Ramen place is Tomi Ramen. I want to check out 85°c Bakery & Cafe , go to place in California, location just opened in Vegas. I have not gotten a change to see it check.

They close down the strip and nearby streets + freeway exits between 6pm and 6am to traffic (and if you parked there, hope you don't need to use your car as the parking garages have no exit until the streets reopen). Many casinos will not let you enter without a players card or room key during this time.

Downtown gets blocked off for a ticketed party and some of the properties under the Fremont Street Experience may have restrictions on entry.

To say it can be a hassle to get around on NYE is an understatement.

Still, it is something to experience walking on or near the strip and watching the fireworks. Either that or seeing a familiar band and the light show downtown to ring in the new year.
