The first thing that came to mind for me is what do they do with those already in a hotel, planning to move to the next motel and without any real place to go? I guess they can claim the homeless exemption, but still makes it tough.

Just gonna have to state that homelessness. There's nothing they can say to that. The hotel owners aren't going to fight that either.
