Introduce yourself, yes, absolutely. And always bear in mind that the word "sweetheart" should be reserved for girls you are at least somewhat familiar with. Otherwise you sound like that guy in the bar who's just in town for the convention.

First, always be respectful, all providers are human beings and respond well to a respectful inquiry. Second, provide your handle on ECCIE, and if you are on P411 state that as well. Typically I send something like below, and have never had a provider not respond.
