Trafficking Busta: Why so few?

Saw a story last week about a nation wide string of trafficking busts. Dont't have the link.

What caught my attention is that the number of traffickers caught was something over fifty, but the number of victims rescued was much less; maybe 22 or so.

So its not like there are tuck loads of enslaved women being transported around like the coyotes are doing with illegal aliens.

Along these lines: What is going to happen when they start dealing with the coming influx of Afghan refugees. Minors forced to marry, multiple marriages, exchange of money between the groom and in-laws will all surface I am sure.

What will the anti-trafficker oriented task forces do with them?
