Iso not allowed in coed

I'm fairly new here, trying to catch up on all the rules. ISOs are not allowed in coed, are they allowed in sandbox? If not is there a thread they are allowed in?

To elaborate, if I was to want to ask for a recommendation in a specific city where would I go about posting that, for example if I was looking for a recommendation for Washington pa area.
