This is an obvious scam. Aside from all of the other visible red flags, any ad (in my experience) that refers to offering services "at a cool rate" is an offshore scam. Native speakers of English simply don't talk/write that way.

I agree this is probably a scam - for the reasons already stated as well as advertising "bare services" in the ad is so foolish as to suggest "stay away"
