In my opinion, this is a Trump troll to catch chumps.
The journalist/editor is famous for pushing the discredited story about "Trump calls soldiers loser" while in Europe. Goldberg is not on the list of favorites. He ended up on a text chat...that sounds so far fetched unless it was intentional. Why?
To discredit Goldberg? To introduce to the public and European leaders the thought of the administration? Let Europe do some stepping up. That and maintain deniability.

A casual chat among peers without any banal comments, no abbreviated texts among people who are all the same page? Clear language designed to let laymen understand the conversation? Seems odd.
Then there is Goldberg saying they were discussing whether or not to commit. That decision was already made. The jets were loaded and on the flight deck. The missiles had been tasked.
