Probably more the latter. The felony penalty for solicitation has been on the books for awhile now, and until very recently there was a lot of reported activity in that part of Dallas.

As I mentioned on another thread about the apparent difference in AMP options between DFW and Houston, having laws on the books to slow down the hobby is one thing, but the local politicians and law enforcement have to have the will to enforce it.

It appears the cities of north Texas are more willing to devote resources to the cause than some other parts of the state…at least if the observations of some who hobby in both cities are true (I personally don’t closely follow what is happening with our comrades down south).
