Her own daughter caught mom on camera saying this was on her for not calling out the Guard. Interesting that Pelosi had a documentary team on hand to cover a rather routine function. This the effect of the Home Rule Act of 1973 which gave DC some independence of action.
Of course, if section 740 is invoked by the president (Trump or otherwise), the police is made federal for a period of 30 days. This has been done.
Even on January 6th, the DC police chief asked for the Guard as things developed. Pelosi's chief of staff put him on hold for 90 minutes. All documented.
